The Program Officer for Humanitarian Affairs develops a network of contacts with different religious actors, faith-based organisations, academia, and non-state actors aimed at facilitating the operations of the ICRC in the area of competence. S/he contributes to increase awareness and acceptance of the ICRC among stakeholders both at Manila and in the field level.
MAIN RESPONSIBILITIES
- Maintains and develops contacts with a wide range of religious circles and related interlocutors, including religio-political leaders, Islamic academia, students, humanitarian organisations, media and other organisations.
- Focuses on environment scanning, research, and analysis to better map religious circles and related interlocutors, helping to develop a single overarching framework with corresponding tools.
- Builds awareness and acceptance about the ICRC among interlocutors and stakeholders.
- Engages proactively with ICRC colleagues from different departments and facilitates ICRC programs and activities thanks to a network of contacts.
- Tailors and supports the organisation of events for interlocutors and stakeholders.
- Participates to field trips, internal and external meetings, and reports internally orally and by writing.
- Monitors and shares relevant information and analysis on the humanitarian, environment socio-economic, cultural and political environment relevant to the ICRC.
- Inquiries, studies, and reports on specific questions of interest for the ICRC.
- Relates with networking and security team based in the delegation/field.
- Participates in security monitoring and analysis.
- Registers data and shares information related to networking, respecting confidentiality and using relevant software and database.
- Interprets or translates accurately from English to National language and vice versa as required.
REQUIRED PROFILE
- 2-3 years of professional experience with the humanitarian or international organization, field experience and/or already existing networks;
- University degree in humanities, Islamic/ political/social studies or equivalent;
- Proven ability to build and maintain a network, in-depth personal knowledge of the specific population covered;
- Capacity to balance and shift between personal and professional networks;
- Capacity to represent the ICRC and its objectives in dealing with challenging contacts;
- Successful experience in conceptualizing and sustaining an activity on a long-term basis;
- Working experience with BARMM/ARMM or any regional government organizations in Mindanao would be an asset
- Fluent communication skills; Knowledge of local regional Mindanao dialect Maguindanao/ Maranao/ Tausug/ Cebuano;
- Computer proficiency.
