BASE: ICRC Manila Shared Services Center Philippines
PURPOSE
The ICRC's HR Shared Service (HRSS) was transferred to Manila in 2016. Its mission is to assist ICRC employees whose contracts are subject to Swiss law (4,000 people) with their HR administrative needs to ensure a smooth career path within the organization. It is composed of different services such as salary calculation, HR administration and contracts, global mobility and other HR administrative services.
Within the structure of the HR Shared Services, the Subject Matter Expert - Absence (Absence SME) acts as the institution's focal point for all Absence related matters including, but not limited to, leave entitlement, medical leave and medical evacuation, overtime, holiday payment and monthly leaves balance and provisions, absence in between assignments, and travel allowance. He/she is responsible for performing controls necessary in ensuring quality of data and service necessary as well as designing, improving or changing the Absence processes. All this in line with the ICRC policies as well as Swiss Labor Law obligations.
MAIN RESPONSIBILITIES
· Understands, interprets and administer Absence related benefits in accordance with the applicable rules and policies
· Develops and updates Absence process documents as well as suggest changes in necessary knowledge bases
· Administers leave recording and corrections in the system, and leave benefit claims if necessary
· Verifies leave eligibility and confers compensation, prepares import file for payment of travel allowances and submit it to payroll unit, establishes monthly provisions
· Ensures individual follow-up with Talent Managers for employees with high leave balance
· Supports and coordinates with Talent Managers to record leave in between assignments
· Ensures individual follow-up, via emails and calls, with the employees concerned whenever necessary
· Develops and conducts controls on all relevant processes to ensure compliance with ICRC policies
· Enforces standards to collect, consolidate and analyse information in order to identify issues and potential risk areas
· Prepares data for internal and external compliance reviews or audits
· Ensures that ICRC tools and systems are in accordance with the ICRC policies and processes
· Performs impact analysis of new policies and process changes, and design adapted controls.
SELECTION REQUIREMENTS
· University degree or equivalent experience
· HR certification an asset
· Good command of English, French language skills an asset
· Computer proficiency, including Microsoft Excel and working knowledge of HR information systems
· Typically, 3-5 years' professional experience
· Minimum three years’ experience in HR administration, mainly in tasks related to their function
· Good knowledge of Swiss labour laws and social security system
· Knowledge of bilateral agreements an asset
· Training skills and ability to explain HR concepts.
