What we do

The International Committee of the Red Cross (ICRC) www.icrc.org responds to worldwide humanitarian needs through its global network of delegations. The ICRC is an impartial, neutral and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of war and other situations of violence and to provide them with assistance.

Purpose

The Resource Mobilization Division (REM) manages the institutional relationship between ICRC and its various donors. It ensures the management of annual contributions of about 2 billion CHF.

The Country Manager for the United States and Canada defines the fundraising strategy and manages relations with the government, National Society and private donors to secure the resources necessary to the operations of the ICRC. In 2020 this portfolio secured over CHF 500 million, accounting for over 25% of the ICRC’s total budget.

S/He negotiates agreements, funding levels and allocations with donors and explores new funding opportunities ensuring as much flexible funding as possible, as well as an even distribution of funds for contexts difficult to finance.

S/He manages a team of 2 persons within the Division and 1 person based in Washington Delegation, ensuring strategic oversight, leading institutional relations at the Permanent Mission level and supports with narratives.

Accountabilities & Functional responsibilities

  • Defines and enacts the ICRC’s overarching fundraising strategy for the US and Canada.
  • Acts as interface between the ICRC and donors and ensures that the ICRC capitalizes on the links between the government, private and National Society donors (virtuous circle) of the two countries concerned.
  • Analyses the portfolio’s various donors and identifies trends, opportunities and threats; uses this information to provide an overall target income for the year, fine-tunes this in a monthly income forecast, and adapts the strategies to reach the agreed targets.
  • Facilitates institutional and operational contacts with all donors and ensures the necessary follow-up.
  • Oversees the work of the team under his/her supervision and acts as a fundraising focal point for the Americas Region and Field delegations as needed.
  • Helps ensure that the Canadian and American national societies actively mobilize resources (from government and especially private sources) to support the ICRC and/or establish fundraising partnerships with the ICRC.
  • Conducts or facilitates fundraising visits to the respective capitals and participates in donor events as the « face of the ICRC », including social events.
  • Manages and oversees relationships with the two Governments concerned, which comprise over 25% of the total revenue of ICRC in 2020.
  • Supervises a team of 2 staff members based in Geneva (2 persons), and Washington (1 person), comprising of one REM Country Manager in Geneva, a Donor Engagement Advisor in Washington and a part-time REM Program officer in Geneva.

Relationships

  • Internally, interacts with operational desks and various métiers (ERCO, movement, wathab, health, protection, etc.), with delegations and with REM experts and enabler teams.
  • Externally, interacts at working level with the Permanent Missions of Geneva (counselor, first secretary), as well as with relevant interlocutors of the Ministry of Foreign Affairs and other ministries/agencies of interest at the capital level. Also interacts with National Societies and private donors in the US and Canada.

Certifications / Education required

  • University degree required (BA and/or MA) preferably in marketing, social science, business administration or management qualification an asset.
  • Fluent in English & French is an asset.
  • Strong computer proficiency.

Professional Experience required

  • Minimum 12 years of professional experience.
  • Field experience in both assistance and protection is a must.
  • Min three years' experience in a management position.
  • Knowledge of humanitarian work.
  • Knowledge of the Movement.
  • Understanding of ICRC operations, practices and policies.
  • Experience in the functioning of the humanitarian and/or development communities.
  • Experience in handling a large-size budget.
