Red Cross Movement Liaison Coordinator (Internal ICRC official title: Regional Cooperation Coordinator)

OBJECTIVE
Assumes responsibility for the development and implementation of the ICRC's strategies, cooperation policy, and the relations of the Regional Delegation for Mexico and Central America with the Red Cross Movement in the countries covered, including Costa Rica and Belize.

ACCOUNTABILITIES
The Cooperation coordinator advises and supports the regional delegation and its missions, in particular with regard to partnership, positioning, as well as negotiation in their relations with all partners of the Red Cross Movement in the region. To this effect, he/she provides strategic and contextual analysis, including risk analysis and actively contributes to defining ICRC areas of cooperation.

The Cooperation coordinator maintains a constant overview of the Red Cross Movement activities, capacities and affairs, including during emergencies.
The Cooperation coordinator ensures that partnership framework agreements, movement coordination agreements and movement statements (bilateral or multilateral) are in place where needed and meet the standards as set by the Unit in Geneva.
In Mexico, the Cooperation coordinator leads and supervises the implementation of the Operational Agreement, reports the progress to the Management of the delegation and ensures the efficiency of the operational and strategic coordination between all ICRC departments and the Mexican Red Cross.
For Mexico, Belize, Costa Rica and Central America, the Cooperation coordinator elaborates the annual planning, related budgets and plan of actions. Follows and monitors implementation of the set objectives and the budgets execution with these NS.
Contributes to position the ICRC as a relevant, trusted and reliable partner within the Red Cross Movement in the region.
Works in close relation with the regional Cooperation advisor based in Panama on all regional Red Cross Movement thematic.

PROFESIONAL REQUIREMENTS
• Typically 10 years overall professional experience.
• Minimum 1–2 assignments as Movement Cooperation Coordinator 1.
• Experience in international humanitarian work at the ICRC or another Movement component (NS and/or
International Federation of Red Cross and Red Crescent
Societies).
• Professional experience in programme management.
• Professional degree in social sciences (sociology, social work, anthropology, international relations and /
or related sciences) or economics.
• Demonstrated ability in writing, communication, and public speaking.
• Fluency in written and spoken English and Spanish.
• Able to travel frequently in Mexico and the Central American region.
