The Water and Habitat Engineer will plan, design, and implement engineering projects within the scope of the ICRC’s water and habitat assistance objectives, with supervision and coaching from the hierarchical superior. S/he monitors on-site works, carries out needs assessments and surveys, and plans new projects. S/he has a close working relationship with external stakeholders. The position will be supporting operations under the office’s area of responsibility.
MAIN RESPONSIBILITIES
- Draws up documents for engineering projects using approved formats; monitors project implementation for compliance with project documents, ICRC standards, and local building codes/standards, ensuring corrective action is taken where necessary.
- Supervises a small number of contractors working on project sites and conducts quality control of infrastructure installed by the ICRC.
- Creates project files in electronic databases and keeps them up to date.
- Prepares implementation/progress reports.
- Provides regular information to colleagues on security, stakeholder issues, and site progress.
- Manages project purchasing on labor and materials according to the delegation’s financial rules.
- Administers hand-over of ICRC-provided infrastructure to end-users.
- Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC.
- Uses results-based management to evaluate project implementation.
- Helps identify needs through assessment and surveys.
- Responsible for the management and implementation of engineering projects in the field of rural and urban water and sanitation, emergency shelter and housing, disease vectors control from the initial analysis of the problems, and the vulnerabilities of the communities to the final evaluation of the intervention through the whole project cycle.
REQUIRED PROFILE
A successful candidate will have:
- University degree in civil, structural, or hydrological/hydraulic engineering, architecture, or equivalent
- At least 3 years' professional experience in a related field of activity
- Good knowledge of water and sanitation or construction engineering
- Good command of written and spoken English, Filipino, and spoken local language (Maranao and/or Cebuano)
- Good knowledge of the social, cultural, religious, and political environment of Lanao region
- Proficient in the use of drawing software if working in construction and hydraulic engineering
- Proficient in the use of AutoCAD or equivalent CAD software
- Proficient in the use of MS Office Suite
- A strong commitment to the humanitarian mandate of the ICRC and willingness to work in and adjust to difficult contexts
- Ability to analyze situations and continued initiative to propose appropriate and innovative solutions
- Capacity to multitask among electricity, water resources, and construction projects, while liaising with beneficiaries and other stakeholders.
As an asset, a successful candidate may have:
- Prior experience in humanitarian or development work
- International experience or exposure to international best practices for designing water structures and urban water systems and networks
- Ability to speak other local languages used in Mindanao
- Good knowledge of Google Sketch Up software or STAAD
