PURPOSE

Health Care in Danger (HCID) is an initiative of the International Red Cross and Red Crescent Movement aimed at addressing the issue of violence against patients, health workers, facilities and vehicles, and ensuring safe access to and delivery of health care in armed conflict and other emergencies.

The Health Care in Danger Responsible (HCiD) is the focal point for all activities related to HCiD, assumes overall planning and coordination of the HCiD file in Nicaragua, supporting the ICRC mission as well as the Nicaraguan Red Cross, PAHO, and if necessary in cooperation with other Movement’s partners, in defining and implementing in a transversal and coherent manner their actions in the field.

Coordinates closely with the Line Managers of the Communication, Legal, Health, Cooperation, Protection and Armed Forces & Security departments. S/he supports the ICRC Mission in Nicaragua in the initiation, development and implementation of a local and contextualized HCiD project in the framework of the objectives and strategy set in the Regional Delegation’s budget and the HCiD plan of action.

ACCOUNTABILITIES AND RESPONSABILITIES

  • Identifies, assesses and analyses the problems affecting the medical mission from all the sources available and provides the delegation, the Nicaraguan Red Cross and PAHO with regular updates on relevant HCiD issues, planning and results.
  • Contributes to the definition of priorities and strategies, and to the means required for their implementation.

· Supports the NRC in developing and consolidating its HCiD capacities, including teaching capacities for Safer Access (internal) and Safer Access for essential Public Services (external).

· Together with the Head of Mission facilitates the engagement of the NRC with police and military authorities in the field of HCiD

· Develops and maintains a network of interlocutors relevant for the implementation of the HCiD project working closely with the Regional Coordinators based in Mexico.

· Represents the ICRC in meetings with interlocutors relevant for HCiD activities and organizes / participates in dissemination sessions, public awareness events, workshops, round tables, etc.

· Together with the protection delegate, gathers and analyzes data on HCiD incidents to design an appropriate response.

· Ensures, in close coordination with the Health department, regular contacts, coordination and two-way information flow and monitors the implementation of HCiD activities with PAHO representatives.

· Together with the Head of Mission provides strategic support to NRC and PAHO in its relationship with national health authorities (specially Ministry of health) to incorporate staff training; safer access, basic emergency care, risk assessment and mitigation in health structures.

· Together with the Communication team and the NRC, develops locally adapted production materials in support of HCiD plans and activities (videos, radio spots, etc.)

· In coordination with the Legal department, ensures that IHL and relevant standards are correctly integrated in the HCiD project and products.

· Together with the Head of Mission ensures and coordinates Forces Armed & Security HCiD activities with police and military forces and the NRC.

REQUIREMENTS

  • Degree in medicine, nursing, any other relevant career and/or extensive work experience in Health Care in Danger or similar health campaigns.
  • 5 years of experience in humanitarian or development sector.
  • Knowledge of Health Care in Danger and experience in its implementation.
  • Experience in working with the Red Cross in the areas of Protection, Health, Communication and Cooperation is a strong asset.
  • Desirable experience with awareness raising campaigns.
  • Knowledge of the HCiD project and / or related issues.
  • Confirmed experience in coordinating multidisciplinary projects and solid organizational skills.
  • Demonstrated skills in training and coaching.
  • Strong communication skills, strategic and creative thinking, analytical skills, flexibility and an inclusive management style.
  • Ability to work harmoniously and transversally with colleagues and partners.
  • Knowledge of Movement mandates and roles, of National Societies, is a strong asset.
  • Advanced knowledge of humanitarian field work.
  • Advanced innovative thinking and analytical ability.
  • Proficient in oral and written Spanish. English is an asset.

What do we offer?

  • Work location: Managua, Nicaragua.
  • Contract type: 6 months fixed term local contract (under Nicaraguan labor law). Please confirm your availability, expected gross salary, and nationality (in case we need to request a work permit for you).
  • Activity rate: 100%

    Starting date: June 2021
