Detention Field Officer (For Philippines Nationals Only)

The Detention Field Officer will be in charge of supporting the implementation of detention activities in Mindanao. In line with the delegation’s detention strategy, s/he will be supporting the detention visits carried out by the ICRC delegates and field officers of Mindanao offices, and will also act as the reference person for ICRC’s response to thematic issues observed in places of detention in Mindanao. S/he will contribute to the preparation of all the stages of visits and will help define action plans/follow-up activities post-visit, to address these issues holistically and by aligning ICRC’s approach between the multidisciplinary detention team based in Manila and the four Mindanao offices.

MAIN RESPONSIBILITIES

  • Supports the protection teams of the different ICRC offices in Mindanao in their visits to detention facilities.
  • Contributes to the preparation, planning, implementation, and reporting of detention activities.
  • Acts as the focal person for ICRC response to thematic and systemic issues observed in places of detention in Mindanao, with the support and guidance of manager and technical advisors.
  • Contributes to the preparation of speaking points for meeting with detaining authorities and to defining action plans/follow-up activities at the end of detention visits.
  • Supports to develop and maintain a network of key interlocutors who play a role in the detention systems in the areas of focus of the ICRC in Mindanao.

REQUIRED PROFILE

  • University degree or relevant professional experience
  • At least 3-5 years’ experience in a similar field
  • Good command of written and spoken English, Filipino and spoken local language (Maguindanao, Maranao, Yakan, Tausug, and Cebuano)
  • Good knowledge of the social, cultural, religious, and political environment of Central Mindanao
  • Comprehension and accurate analytical skills
  • Skills for planning, organization, assessment, and program implementation
  • High level of oral and written communication, negotiation, and social skills
  • Flexibility to work several weeks in the field and to travel to different areas
  • Ability to take initiative and work both in a team and with autonomy in a multidisciplinary approach
  • Ability to work under stressful conditions while maintaining patience, perseverance, and self-confidence
