Head of Operations Mexico

OBJECTIVE

As Head of Operations for Mexico (HoOps MEX), he/she supports and assists the Head of Regional Delegation (HoRD), with a focus on the operations in Mexico. He/she is responsible for the overall coordination and management of the ICRC’s field activities in Mexico, ensuring a close coordination with the Head of Programs & Prevention (HoP) and Head of Support (HoS) concerning the transversal files of the delegation.

He/she is responsible for the security of the operations in Mexico and follows the security management of the 4 Heads of Mission (El Salvador, Honduras, Guatemala and Nicaragua), thereby ensuring the delegation’s overall security management.

He/she is responsible for maintaining the relationship with the senior leadership of the Mexican Red Cross Society (MRCS). In coordination with the HoRD, he/ she also represents the ICRC in Mexico towards authorities, international organizations, diplomatic missions and civil society.

He/she is member of the delegation’s senior management team and contributes to the definition of the regional delegation’s strategy and objectives in Mexico. He/ she directly supervises 4 ‘Heads of Zones’ and the Protection Program Manager.

RESPONSIBILITIES

· Coordinate and facilitate all operations of the ICRC in Mexico, ensuring coherent and meaningful humanitarian action in the Mexico violent context and the delegation’s main operational priorities.

· Ensures that field operations are carried out within the framework of an operational partnership with the Mexican Red Cross.

· Ensure that programs of the delegation in Mexico are integrated and that specific objectives outlined in the Reginal budget are met and contribute to the definition of the ICRC’s operational strategy in Mexico.

· Ensures the coherence and impact of the ICRC activities, including regular field trips.

· Responsible for the follow up and development of the strategies aiming at improving the quality and impact of ICRC intervention to access and address the humanitarian needs of the victims of violence in Mexico.

· Ensure the HR set-up of the Mexico team corresponds to the objectives and their implementation.

· Be a reference point for the ‘Mexico team’ as well as coordinators on operational as well as institutional (Incl. administrative/ Logistical) matters.

· Act as a bridge between field and technical teams where needed and ensure smooth and effective collaboration.

· Ensure a strong network of support to the ICRC action in Mexico from authorities, international organizations, diplomatic missions, civil society.

PROFESIONAL REQUIREMENTS

This position requires solid experience in participatory management of multidisciplinary teams in complex operations, and transparent and collaborative attitude both internally and externally, good analytical skills, openness to the multicultural composition of the teams and advanced English language skills in addition to fluent Spanish**

· Professional degree in social sciences (sociology, social work, anthropology and / or related sciences) or economics.

· Minimum work experience of 5 years, with the ICRC or other humanitarian organizations carrying out activities / projects in the field.

· Experience of dialogue with international agencies, institutions or NGOs in the humanitarian field.

· Demonstrated ability in writing, communication, and public speaking.

· Fluency in written and spoken English and Spanish
