A. CONTEXT

The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent
organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of
armed conflict and other situations of violence and to provide them with assistance.

The ICRC also endeavours to prevent suffering by promoting and strengthening humanitarian law and universal humanitarian principles.

The ICRC is funded mainly by voluntary donations from governments and from National Red Cross and Red Crescent Societies.

In Iran, the ICRC promotes International Humanitarian Law (IHL) and works with the authorities in Iran to address the consequences of the 1980-1988 Iran-Iraq war, particularly the issue of missing persons and the contamination by unexploded remnants of war such as mines. The ICRC also contributes to the humanitarian response of refugees and migrants. We work closely with the Iranian Red Crescent Society (IRCS) and other partners.

In accordance with the priorities, objectives and strategies set by the delegation and under the
supervision of the Quality Technician, the Quality Officer is responsible for the region’s quality-control process for non-medical goods, in accordance with the ICRC’s quality policy. S/he supports the region’s Buyers in assessing test laboratories and suppliers and in setting item specifications for contracts.

B. JOB DESCRIPTION AND KEY RESPONSIBILITIES

  • Maintains the quality-documentation database of standard operating procedures (SOPs), instructions and records.
  • Checks quality findings and advises on risk management
  • Assesses test laboratories and supplier’s quality documents.
  • Maintains the quality-control records database and KPIs on the performance of suppliers and test laboratories.
  • Ensures that the JD Edwards quality-control module is properly used.
  • May be called upon to audit or assess supplier premises, measure, examine, test or gauge items to ensure that the minimum quality requirements are met.
  • May be called upon to approve inspection reports from the Quality Control Centres (reference-samples testing, internal quality control and lab reports) before they are released.
  • Records and follows up on the Monitoring-Customer-Complaints (MCC) cases.
  • Records and follows up on the Monitoring-Supplier -Complaints (MSC) cases.
  • Encourages continuous improvement of the Quality Management System (QMS).
  • Creates Acceptance Quality Limit (AQL) document, ensures the that validation process has been correctly performed and then, publishes the AQL on database and ensures proper communication with the team.
  • Maintains a proactive relation with the requesters.
  • Supports, assists Quality Technician to collect, record and follows up on the Quality Control
  • Equipment management.
  • Collects, updates and follows the monthly Quality Reports

C. PROFESSIONAL EXPERINCE AND EDUCATION REQUIRED

  • Technical degree in quality management or a related field

  • Minimum three years' experience in metrology, sampling and quality inspections or purchasing/warehousing

  • Proven experience in assessments/quality audits

  • Fluent in spoken and written English and Farsi

  • Excellent verbal and written communication and presentation skills

  • Excellent analytical and reporting skills

  • Computer literate, with excellent knowledge of MS Office

  • Data and detail oriented and accountable

  • Ability to multi-task and work under pressure

  • Ability to anticipate and plan, and to meet deadlines; well-structured and organized, autonomous, flexible, showing initiative; good team player

  • Knowledge of humanitarian affairs, and working experience with an international organization is an asset
