Switzerland: Operations Business Support Manager

Purpose

As part of a broader strategy that aims at mitigating institutional and operational risks through better stewardship of the various business processes, a new Operations Business Support Manager post has been created to provide adequate business support to the Director of Operations and the Operations Senior Management Team.

The Operations Business Support Manager will oversee multiple medium sized, interdependent initiatives and projects, and coordinate the development and the implementation of a business risk mitigation action plan. In addition, and in support of institutional project and change management objectives, he/she will lead efforts within the Department of Operations to establish a portfolio of ongoing operations projects and business transformations at departmental-level, and thereby act as the departments interface with the PMO. This will serve to achieve the organization’s Institutional Strategy and the Department’s objectives, strengthen prioritization and resourcing decisions within the Department, provide greater visibility on ongoing and planned projects and transformations (including projects financed through the investment budget, innovation board, NFM’s and partnerships), ensure proper sequencing, management of interdependencies, and reinforce coordination and support among projects.

Main duties and responsibilities

  • Coordinates development of a portfolio management prototype at Departmental level, involving the project and change management community and connecting with similar initiatives in other departments.
  • Building on the outcomes of this work, establishes a portfolio of operations projects and business transformations within the Department.
  • Provides visibility over the overall portfolio of projects and their interdependencies.
  • Clarifies roles, responsibilities and accountabilities, reviews and clarifies organizational processes to evaluate, select, prioritize, govern, allocate resources, and monitor these projects.
  • Promotes organizational learning.
  • Ensures coherency with other portfolios of projects and alignment with the organization and department’s objectives and priorities. Supports the Department’s leadership in ensuring the effective and efficient management of this portfolio to make sure the right projects are launched and are successfully implemented.
  • Promotes coordination and engagement of all stakeholders involved in the management and implementation of these projects.
  • Coordinates with the PMO to foster project management best practices for Operations Projects (for both those that form part of the investment portfolio and other projects), including a coherent application of the Project Management Framework in Operations. Facilitates the exchange of good practices and knowledge sharing among the Departments project and change management community.
  • Provides support to senior managers within the Department of operations in terms of prototyping methodology, running prototypes, tests and pilots as well as monitoring and evaluating the results of such undertakings.
  • May act as the focal point in terms of Business Intelligence informing the development of Dashboards and business steering tools for the management Team and the Regional management teams.
  • Supports the Chief of Staff in the annual budgeting/planning process.
  • Replaces the Chief of Staff on selected Steering Committees and/or business governance bodies.
  • Works closely with Global Compliance Office on assessment of business risks and in converging areas of risk mitigation.

People management responsibilities

  • No current people and management responsibilities. Possibly, as the function evolves.

Relationships

  • Internally, interacts with the management team, Regional Directors and Deputy Regional Directors, Heads of Operations Units, the HRM Operations, the Project Management Office (PMO), various stakeholders in other departments working on similar tasks. Engages relevant field staff (Senior Delegation Management Teams and Heads of Regional Affairs Teams) on specific issues.
  • No external relationships.

Education and experience required

  • Minimum 7-10 years relevant experience, preferably within the ICRC or another humanitarian organization, including in a management position.
  • Significant experience and a track record in project, programme and portfolio management.
  • Master’s degree in management for non-profit organizations, international affairs, or related field education and/or expertise in portfolio, project and risk management.
  • Project management training and certification.
  • Fluency in English; good command of French an asset.
