The International Committee of the Red Cross (ICRC) is a Geneva-based humanitarian organization that protects and assists victims of armed conflicts and other situations of violence without discrimination. It has been providing humanitarian aid in the Philippines for more than 70 years,with a permanent presence since 1982. The ICRC works closely with the Philippine Red Cross,its primary partner in the country.

Detention Field Officer

(Based in Makati)

The Detention Field Officer contributes to the implementation of the ICRC’s systemic support to detaining authorities in the Philippines by contributing to defined activities in line with the delegation’s strategy, objectives, plans of action, and liaising between the ICRC and authorities, NGOs, and International organizations.

MAIN TASKS

· Contributes to the definition of the strategies, objectives, priorities, and activities aimed at improving the material conditions and treatment of people deprived of freedom in the Philippines through systemic support to detaining activities

· Implements and follows-up on approved joint activities aimed at systemic support to detaining authorities, independently

· Supports the organization of workshops, roundtables, and seminars aimed at systemic support to detaining authorities

· Develops and maintains contacts with interlocutors, in particular detaining authorities at national and regional level, and other relevant actors within the criminal justice system

· Supports the delegation’s persuasion and mobilization strategy toward high levels of the national government as well as Regional or Local Government Units pertaining to detention and/or criminal justice reform

· Reports, in writing, on systemic support activities including contributions to the delegation’s regular and ad hoc reporting

REQUIRED PROFILE:

A successful candidate will have:

· At least 4 years’ professional experience in a similar field of activity

· University degree relevant to the position

· Extensive knowledge of the Philippines’ detaining authorities (BJMP, BUCOR, Provincial, PNP) and related challenges

· Knowledge of the larger Philippine Criminal Justice system and related challenges

· Very good knowledge of spoken and written English & Tagalog

· Very good computer literacy

· Good rigor, method, and analytical skills

As an asset, a successful candidate may have:

· Advanced University Degree related to the position

· Previous project management or leadership experience

· Previous experience within the Red Cross and Red Crescent Movement

· Previous experience in working with detaining authorities in the Philippines
