About the Job
The Senior Risk Management Unit (RMU) Officer contributes to the transparency and accountability agenda and influences the planning and reviewing of risk management strategies within the Somali Red Crescent Society (SRCS) – ICRC’s main operational partner in Somalia. Under the guidance of the Head of Risk Management Unit (HoRMU), he/she leads the process of reviewing risk management policy and good practices and establishes a risk management system. The position works closely with ICRC’s Cooperation office and SRCS.
This is a resident/national position based in Nairobi with frequent travel to Somalia.
Main Responsibilities
· In liaison with ICRC HoRMU, Cooperation staff and SRCS management, develops an action plan to review SRCS risk management policies and practices
· Visits SRCS Coordination offices main SRCS branches for briefings on SRCS programs
· Reviews SRCS policy documents to identify policies that contribute to good risk management practices
· Conducts discussions and workshops in SRCS branch offices, assess and analyses good risk management practices within SRCS processes and programs
· Documents outcomes of policy review and assessment workshops and shares findings with ICRC and SRCS counterparts
· Identifies risk management and accountability gaps in policy and operations
· Develops a context and program appropriate risk management policy, framework and system
· Drafts an implementation plan for the risk management system and shares with SRCS Management for inputs and validation
· Advises SRCS Management and relevant staff in the Coordination and branch offices on implementing the risk management system and monitoring compliance
· Supports SRCS Management to identify key staff and if need be, determine additional staff capacity to implement the risk management system
· Identifies external resources to conduct trainings for relevant SRCS staff to implement the risk management and monitor compliance with adopted policies
· Follows up on recommendations from assessments and initial implementation activities and spearheads the learning process to build on lessons learnt and feed into ongoing processes, systems and projects
· Attends de-briefing sessions with ICRC HoRMU, Cooperation staff, SRCS staff and SRCS partners, and additionally disseminates information to all the relevant stakeholders
Minimum qualifications and required competencies
· Degree in Development Studies, Sociology, Development economics, Economics, Finance or relevant qualification in a related field
· Minimum of 6 years’ work experience in risk management, compliance and/or audit, monitoring and evaluation (M&E)
· Proficient knowledge and skills in project cycle management and excellent report writing skills
· Good planning and organizational skills
· Capacity building and training/workshop facilitation experience
· Excellent command of written and spoken Somali and English language
· Detailed understanding of practicalities and sensitivities involved in implementing emergency assistance and developmental projects in remote areas of Somalia
· Deep appreciation of significance of transparency and accountability agenda in remote operations in a highly volatile context
· Sound knowledge of the humanitarian, political, social and cultural context of Somalia
· Possessing a strong degree of honesty and integrity, and a solid sense of ethics including the ability to appropriately handle confidential information
