The ICRC works closely with the Philippine Red Cross, its primary partner in the country.
Join the Water and Habitat team of an international humanitarian organization. The ICRC Manila delegation is looking for a:
Water and Habitat Engineer
(Based in Makati)
The Water and Habitat (Wathab) Engineer plans, designs, and implements engineering projects with supervision and coaching. S/he monitors on-site works, carries out assessments andsurveys, and plans new projects. The Wathab Engineer has a close working relationship with external stakeholders, in particular the detaining authorities.TS/he travels regularly in the field, mainly supporting operations in places of detention in region III and IV-A.
MAIN TASKS:
Works in Places of Detention
Carries out and analyzes needs assessments and surveys and shares analyses with the WatHab Delegate and/or the WatHab Coordinator
Draws up documents (drawings, bills of quantities, contracts, etc.) for engineering projects using approved formats; monitors project implementation for compliance with project documents, ICRC and national building code/standards, ensuring corrective action is taken if necessary
Manages tendering and project purchasing on labor and materials according to the delegation's logistical and financial rules
Supervises contractors and on-site work for all project types and conducts quality control during the design and construction of infrastructure installed by the ICRC
Administers hand-over of infrastructure installed by the ICRC to end-users
Trains or organizes training for end-users in the operation and maintenance of infrastructure installed by the ICRC
Is ready to be deployed on temporary mission elsewhere in the Philippines in case of emergency.
Capacity building
Contributes to the development of systemic projects in support to the detaining authorities and other relevant authorities concerned in future jail planning and design aiming to increase the authorities’ technical knowledge and capacity to implement best practices in jails planning and design, through a multidisciplinary and participatory process, standard steps in planning and design, etc.
Project administration and evaluation
Prepares implementation/progress reports at intervals set by the project manager
Creates project files in electronic databases (such as the WatHab Project Assistant application) and keeps them up to date
Uses results-based management to evaluate project implementation and analysis of data
Networks with stakeholders, monitors security issues related to project sites, and advises the WatHab Delegate and/or WatHab Coordinator where necessary; provides regular information to supervisors on security, stakeholder issues, and site progress
Represents the ICRC in an appropriate way during activities in meetings and in the field
REQUIRED PROFILE:
A successful candidate will have:
At least three* years’ professional experience in a related field of activity
Experience in monitoring and implementing construction work projects
Good knowledge of water and sanitation, electrical, or construction engineering
Experience in managing contractors
University degree in civil, structural engineering, architecture or equivalent
Excellent command of spoken and written local dialects and Filipino
Excellent command of spoken and written English
Proficiency in the use of AutoCAD and MS project-management suite or equivalent
A strong commitment to the humanitarian mandate of the ICRC and willingness to work in and adjust to difficult contexts
Ability to analyze situations and continued initiative to propose appropriate and innovative solutions
As an asset a successful candidate may have:
Prior experience in humanitarian or development work
International experience or exposure to international best practices for designing water structures and urban water systems and networks
Ability to speak in other local languages used in central Mindanao
