The ICRC Regional Delegation in Bangkok (covering Thailand, Laos, Vietnam and Cambodia) seeks to fill the following position:
Restoring Family Links Field Officer, 100%
Based in Bangkok
Job Purpose
Under the supervision of the Protection Team Leader, the Restoring Family Links Field Officer maintains, develops and carries out activities relating to the Restoring Family Links (RFL) and the Migration files, in line with the priorities and objectives set by the Protection Department and Regional Delegation.
Main responsibilities
Restoring Family Links (70%)
· Carries out RFL activities in line with the guidelines and working procedures set by the Protection department and the delegation and contributes to the revision of these guidelines and procedures;
· Assesses and monitors the situation of beneficiaries, and proposes and implements courses of action, in line with protection and RFL guidelines;
· Ensures that all Red Cross Messages, tracing requests and individual cases are duly and correctly processed and follow-up; maintaining up to date with the DB and our policies/mandates/strategies (in collaboration with Protection Data Manager);
· Liaises with the persons responsible for RFL activities in the four National Societies and ICRC offices in the region, in order to inform, support, guide and train them on standard RFL tools, approaches and ICRC and Movement RFL policies and practice;
· Drafts representations and interventions relating to the endeavour of restoring family links;
· Contributes to analyses and external and internal reporting;
· Assists in promoting the mandate and RFL activities of the ICRC;
· Supports the Protection Team Leader and the Protection Coordinator in ensuring the smooth functioning of the RFL file at the delegation;
· Establishes and maintains contact with beneficiaries, local authorities, national and international organisations and other relevant stakeholders;
· Guarantees an up to date of the stakeholders mapping;
· May be asked to manage a small team on an ad hoc or permanent basis.
Migration (30%)
· Develops the Delegation’s understanding of issues in relation to migration and its humanitarian consequences in Thailand and the region, in coordination with the Protection Team Leader, Protection Coordinator and the regional migration advisor;
· Identifies issues of concern and defines possible ICRC action;
· Proposes and implements concrete activities and strategies in favour of migrants;
· Builds up and updates the regional delegation’s reference file on migration.
· Maps key stakeholders, such as authorities, NGOs / Community Based Organisation and international organisations working on migration; builds and sustains a network with the key actors;
· Represents ICRC in bilateral and multilateral meetings or seminars on these issues in coordination with the Protection Coordinator and regional migration advisor;
Qualifications and skills
· University degree or equivalent in Social Sciences, Migration, Social Work or related field;
· Experience in the Humanitarian / Development sectors, international experience considered an asset;
· Fluent in written and spoken both English and Thai;
· Good analytical skills;
· Good communication skills;
· Good knowledge of Excel and Word;
· Flexible and team player.
